A number of commentators have predicted a resurgence of interest in the philosophy and process of Community Development in the 1990s. The Queensland Local Government Association's adoption, in 1995, of a policy statement that LGAQ 'supports the major themes and functions of community development' is one instance that supports that prediction.

The LGAQ has since expanded the statement out to a policy document, has co-sponsored three annual community development conferences since then, and is now grappling with translating intention into informed action.
